REACH Compliance Plan

Create an inventory

  • Identify all chemical substances. This includes substances marketed as ingredients in preparations and articles.
  • For each substance, identify the CAS Number and the EINECS/ELINCS Number
  • For each substance, define your status, i.e. Manufacturer/Importer, Distributor, Downstream User  

Identify those substances for which you are a Manufacturer/Importer and which will be affected

  • Identify exempt substances. (Check Article 2)
  • Identify the tonnage bands for all remaining substances  
    • < 1 tonne per year
    • ≥1 tonne per year
    • ≥10 tonnes per year
    • ≥100 tonnes per year
    • ≥1000 tonnes per year 

Compile basic information for each substance affected

Publicly available/in-house information on

  • Physico-chemical properties,
  • Toxicology,
  • Environmental hazards
  • Classification and labelling
  • Latest SDS 

Assess information and identify data gaps

  • Collect information on costs of filling gaps
  • Identify other manufacturers/importers for each substance to form a consortium to produce data/share costs
  • If sharing data with other M/I’s, consider protecting ownership of the data

Identify substances of highest concern

Identify those substances likely to be subject to evaluation/authorisation

  • CMR
  • Very toxic to aquatic organisms/may cause long-term effects and ≥100 tonnes per year

Identify those substances with the highest data requirements

  • ≥1000 tonnes per year
  • ≥100 tonnes per year

Know your customers

  • Identify and list your customers per substance/preparation
  • Compile readily available information on uses and conditions of use. At this stage, keep it broad, e.g. industrial use, professional use, consumer use
