Dan Haggarty - Head of Emergency Response

Dan Haggarty is NCEC's head of emergency response and has been working in this field for over 10 years.

He has worked with hundreds of chemical companies and supported them through the management and operational decisions associated with the provision of telephone emergency response, including the use of worldwide Poison Centres.

Dan has also been a leading contributor to shaping policy relating to Poison Centres; he co-authored the European Commission's 2015 study into the costs and benefits of harmonising the information to be submitted to Poison Centres, available on the Commission website

Larissa Silver - Emergency Responder Supervisor and Chemical Regulatory Consultant

Larissa Silver is an emergency responder supervisor and chemical regulatory consultant for the UK's National Chemical Emergency Centre (NCEC).

Larissa joined NCEC as an emergency responder after graduating with a Masters of Research in Chemistry. She provides expert chemical incident handling guidance and advice to emergency services, supply chain stakeholders and members of the public across the world. As a senior member of NCEC's 24 hour chemical emergency response team, Larissa helps chemical companies respond to incidents quickly and safely; delivering the highest levels of protection to people, the environment and property.

Larissa is the project coordinator for the European Poison Centre consultancy and responsible for ensuring that clients are compliant with the current Global Emergency Response regulatory environment.

Caroline Raine - Regulatory, Consultancy & Training Business Area Manager

Caroline Raine is the regulatory, consultancy and training business area manager for the National Chemical Emergency Centre (NCEC).

Caroline is a chemical legislation expert, with experience of interpreting and implementing EU legislation relating to hazardous chemical substances. The knowledge Caroline has of legislation is wide ranging, covering both supply and transport legislation, including REACH, CLP, Poison Centres and Safety Data Sheets. This experience has been developed whilst working directly in the Chemical Industry and through consultancy projects.

Caroline is a qualified Dangerous Goods Safety Advisor (DGSA), for the transport of hazardous goods by road and rail, and is also the Chairman of the British Association of Dangerous Goods Professionals (BADGP) and holds a post graduate certificate in REACH management.

Jon Lang - Emergency Responder and Chemical Regulatory Consultant

Jon Lang is an emergency responder and chemical regulatory consultant for the UK’s National Chemical Emergency Centre (NCEC).

Jon has a Masters of Chemistry degree in Forensic and Investigative Chemistry. Jon uses his chemical knowledge to provide expert advice for those unfortunate enough to find themselves having to deal with a chemical emergency. As an Emergency Responder Jon is part of the team providing 24 hour chemical advice.

In addition to Jon’s role as an emergency responder, Jon is part of the regulatory team dealing specifically with the European Poison Centres. Jon is responsible for researching and contacting all of the Poison Centres on a regular basis to ensure that we hold the most up-to-date information on the process each Member State uses for Poison Centre submissions
